Comment permalinks under blog posts are broken

STR

1. Open a blog post with comments and scroll to comment
2. Click ... on the right of the comment - choose Permalink
3. Open new browser tab (any browser) - paste the copied link - Enter

ER: the page opens and scrolls down to the comment

AR: the page opens at the very top, no scrolling to the comment
