Cannot create office365 groups, Policy allowing creation.
Hello,
Something odd happened last week, we have two O365 OwaPolicy, default one doesn't allow Creating groups. Another policy allows it and we assign this policy based who are allowed to create groups.
Everything was going to plan for long time, last week even people in the allowed policy cannot create groups, I removed them from the policy and added again but didn't change anything.
Is anyone else experiencing similar issue at the moment?

You shouldn't be using the OWA policy anymore. Group creation is now controlled via the Azure AD policy: https://support.office.com/en-us/article/Manage-who-can-create-Office-365-Groups-4c46c8cb-17d0-44b5-9776-005fced8e618
- Thanks a lot, the problem I had was both the policy and security group are in place conflicting each other.
