Auto Attendant extension dialing with Location Based Routing

We have recently discovered that AA extension dialing including user extensions from several regions with a combination of LBR and DR isn’t working. What solution is recommended for a company with over 3000 users (1500 LBR and 1500 DR) and only one main AA number? What configuration would overcome this challenge?
