OneNote Class Notebook not sharing sections or pages

In one of my current class notebooks, I am not able to distribute pages or sections at all. No problem in other class notebooks. Here is the message I get when I try:

Obviously my notebook is open. The Sync cloud on the top menu bar says it's synced up. What's going on? What can I do to fix this?
