Manage notebooks

I followed through he blog post about back-to-school-updates and was able to set Teacher only sections in my Classnotebooks but now when I try to set this feature up for other teachers it no longer appears as an option. Manage notebooks doesnt appear in the classnotebook landing page as it did last week??
