Startegy for using azure for long term backup

Hi,

I am trying to setup azure storage to use it as an long term backup places for my team. Based on my current knowdlege the most cost effective solution would be to use the archive storage tier. Would you guys consider it a good idea to create two storage accounts, the first one in archive (offline tier) and the second one in an online tier to as a destination to rehydrate data? We plan to store long term backups which will be used extremely rarely (if ever), which tier should i choose for the online storage hot, cold or cool?

    It depends on data retention and how frequent we need to restore the file as well as RTO, do you have backup and restore drill need to fulfil as well?

      We don't have any set RTO and not particular backup and restore procedures. The data we plan to store is nice to have, however is not critical.
