We are also facing this. My understanding is that we have to white-list all the outbound Power Platform IP addresses in our blob storage accounts. Here is the list: https://learn.microsoft.com/en-us/connectors/common/outbound-ip-addresses#power-platform
- What I don't know is how stable this list is.
