Cluster sets in Azure stack HCI

What is optimal no of clusters sets recommended for Azure stack HCI , also can someone please help me how to design the Cluster sets in context of Azure stack HCI

    The latest information for Azure Stack HCI 22H2 and 23H2 is a maximum of 16 nodes per cluster.

    I think it is recommended to use 4 nodes in a cluster set for optimal resiliency. Although Microsoft doesn't have a limitation on the total number of nodes in a cluster set, I think it has been validated for 64 nodes
