Yes, you can do this with Microsoft Purview DLP.
Create a device-based DLP policy to block all file uploads, then add exceptions for Outlook, OneDrive, and SharePoint.
This will stop uploads to platforms like Google Drive, but still allow downloading from links (like Google Drive attachments).
