Same issue here. Just opened up a ticket with MS support. Let's see how quickly they can fix what should be a slam dunk / something that really should never 'break'.

I do not believe it was tenant specific. Is it working for you with messages to Gmail? After additional testing it looks likes https://outlook.office365.com/Encryption/lock.png is intended to 404 but if it comes from the embedded link it works: https://ci3.googleusercontent[.]com/meips/<long string>=s0-d-e1-ft#https://outlook.office365.com/Encryption/lock.png
I wonder if it's something that needs to be addressed per mail provider? Seems odd to me.
