DLP Policy exclusion if any of the recipients are internal

Marc_spieler​ did you resolve this issue? It sounds very similar to a problem I am experiencing:
We want to exclude a recipient domain from the DLP policy and have configured the AND NOT Recipient domain to include the trusted recipient domain.
If I send an email to single or multiple recipients of that same domain, then there is no policy tip.
If I then add an internal recipient, the policy tip appears.
I am going to try adding the internal domain as an excluded recipient domain to see if that works
