OMS Custom Dashbaord
Also View Designer (https://docs.microsoft.com/en-us/azure/log-analytics/log-analytics-view-designer) is still available in Azure Portal. View designer dashboards can also be pinned to Azure Dashboards. You do no loose any functionality with with the move of OMS Portal to Azure. Previously there was functionality called My Dashboards which was very limited and it was deprecated way before OMS Portal moving to Azure message was announced.

I believe Azure dashboards are a good option, have you tried it?
In Azure, you can run your query in the new "Logs (preview)" page, and select to pin the results to any shared Azure dashboard you can access:
That way you can select the appropriate dashboard, of the various ones you've created for your user groups and countries.
