Network Watcher and Dashboards and other bugs

there are a few bugs with new network watcher

  • agentextention stops sending data randomly
  • topology not displayed or downloadable

now it appears dashboards cannot handle pin'd latency results.

    Connection Troubleshoot not displaying Resource Groups.   After deleting Network Watcher RG and adding Network Watcher for region, it shows Resource Groups, but does not display VMs.
