Did the View Designer move?

I was working on designing a dashboard with custom tiles last week. I'm pretty sure this documentation https://docs.microsoft.com/en-us/azure/log-analytics/log-analytics-view-designer is correct that there used to be an entry for the view designer in the log analytics blade.
