Secondary ISP link missing in the configuration file of Site to Site VPN under VHUB

Try this:
- Verify Link Status
- Go to Azure Portal > Virtual WAN > VPN Sites
- Select your site and check both links under the “Links” tab
- Ensure the secondary link shows as Provisioned and Connected
- Check Hub Association
- Go to Virtual WAN > vHub > VPN (Site-to-Site)
- Confirm that both links are associated with the vHub
- If not, click Connect VPN Sites and re-associate the secondary link
- Edit Site and Reconfigure
- Go to the VPN Site and click Edit Site
- Confirm that both links are listed and configured with correct IP, BGP settings, etc.
- Save changes and wait for provisioning to complete
- Download Config Again
- Once both links are active and associated, go to VPN Sites > Download Site-to-Site VPN Configuration
- The config file should now include both Instance0 (Primary) and Instance1 (Secondary) entries
