If you need to allow access to only one server you may use an NSG on the subnet level where you can create an allow rule with source as your on-prem ip and destination as the IP of the Virtual machine in Azure with appropriate protocols and priority.

Is it possible to disable for particular ip in azure firewall without doing manipulation of rules?
- when you have an azrue firewall and all traffic will be routed to that firewall than the only way is to have a route for that one ip-address that will not be routed to the firewall or you have an extra Firewall-Rule
