It's a little difficult to follow your scenario, so I am assuming all of this has been virtualized in Azure with the resources available. A quick HLD would really help a lot and it doesn't have to be very fancy :)
Have you checked the VPN gateway BGP peers for information? Peer address, local address, durations, routes etc. If both/all gateways holds BGP addresses, then we can progress inwards.
