On prem Oracle EBS migration to azure cloud

Hi I'm looking for the best practice of migrating on-prem Oracle EBS to the azure cloud. Which is currently running on oracle hypervisors.

Initially, I thought to have cloned the VMs and upload them to the cloud. But I didn't found any documentation for that .

Please assist
