Yousuf Khan You first have to convert your volume using a sysinternal tool called https://docs.microsoft.com/en-us/sysinternals/downloads/disk2vhd
Note: Windows 7 end of life is in 6 months from now, I'd rather upgrade but the choice is yours.

When is Azure Virtual Desktop an appropriate solution
Azure Virtual Desktop is an appropriate option for organizations that can use a virtualization solution. Azure Virtual Desktop delivers a multi-user Windows 10 experience that is optimized for Microsoft 365 Apps for enterprise. For customers who are upgrading from Windows 7, Azure Virtual Desktop includes free Windows 7 ESU through 2023.

I am not positive you can migrate a physical Windows 7 VM to Azure using Azure site recovery. From my understanding this needs to be virtual 64 bit machine patched with update rollup 36. One other option you could do is create a VHD of the physical machine and upload it to Azure and create a VM from it. Please see the support matrix article below. Let me know if I can answer any additional questions.
