Alert me Account problem for migrated user from local AD to Azure AD

Hi all, 

I have two types of the Azure AD users, migrated users which are migrated from local AD to Azure AD and the other type is the users that created directly on the Azure AD.

My core problem is for migrated users! this users getting locked and reset password not working. I mean the migrated users should be waiting for 15mins then the account could unlock!
