It sounds like the main challenge is finding an affordable platform that still provides Azure Labs-style controls, especially time limits and per-learner VM management. It may be worth exploring cloud lab platforms designed specifically for training providers, as well as building a lightweight solution around Azure VMs and automation. Hopefully, other UK training providers can share what has worked for them at a similar scale.
