May considering below:
1: Use a Different Email Temporarily
- Use a secondary email (e.g., an alias or shared mailbox) to set up the subscription.
- Once the setup is complete, you can reassign ownership or add the intended user via Access Control (IAM).
2: Ask EA Admin to Reassign You
- If you're not the EA administrator, ask the current EA admin to:
- Go to Azure Portal → Cost Management + Billing → Access Control (IAM)
- Add your email as an EA administrator or account owner
- Once added, you’ll receive an activation email to access the EA portal.
3: Remove Existing Association
- If you control the other subscription/account:
- Remove your email from the old EA enrollment.
- Wait for propagation (can take up to 24 hours).
- Retry adding it to the new department.
