Azure AD Connect Staging - Incomplete instructions

This article describes the process for introducing an Azure AD Connect Staging Server:

I have two issues with it, issues that make it seem incomplete to me.
Firstly, under the Verify section, it states "Start a cmd prompt and go to %ProgramFiles%\Microsoft Azure AD Sync\bin", but doesn't confirm on which server this should be done.
Secondly, for a 'hot standby' staging server to be most effective for a quick take over, should the production Azure AD Connect server fail or become uncontactable, surely the Synchronisation service needs to be enabled (i.e. the tickbox labelled "Start the synchronization process when configuration completes", which the instructions state should be left UNCHECKED at the end of the 'Prepare' section), but that tickbox only gets shown as ticked in the section that covers switching the current live server to Staging mode, then when switching the original Staging server to live.
What are your thoughts?
