Getting to this a bit late, but we recently announced the ability to acquire ESUs for Windows Server 2012/R2 and SQL server 2012 via Azure Arc on a PAYG basis, billed via your Azure subscription.
Acquiring ESUs via Arc is completely keyless. If the machine is enabled to receive ESUs via Arc it will automatically be whitelisted to receive the updates and you can continue to deploy the updates via your regular update management process.
