ATP service unable to start

The sensor process is blocked from communicating with the sensor backend service via TLS/443.
Maybe a proxy issue?

This DC worked fine before. We installed DFI in the new DC and then all DC unable to communicate to the Azure site. We noticed and provided the right to default user, and all DC's started working except this DC.

will it be a network blocking issue?
