Using Github Copilot from Azure Subscription

GitHub Copilot licensing is normally managed from GitHub, not directly as an Azure subscription resource like a VM or storage account.

The usual flow is:

1. Buy/assign Copilot from GitHub at the individual, Business, or Enterprise level.
2. Manage user assignment in GitHub organizations or enterprise settings.
3. Billing is tied to the GitHub account/organization/enterprise billing setup.

An Azure subscription is not automatically linked just because the same company uses Azure. If your organization has Microsoft/GitHub enterprise agreements or Marketplace/private offer arrangements, billing may be handled through that commercial agreement, but that is an account/billing setup question rather than a technical Azure subscription link.

So I would first identify which Copilot plan you need:

• Copilot Individual: user purchases/manages it.
• Copilot Business: GitHub organization admin assigns seats.
• Copilot Enterprise: GitHub Enterprise account admin manages seats and policies.

Then check with your Microsoft/GitHub account team or billing admin whether your tenant has a Marketplace/EA route for payment. From the Azure side, I would not expect a normal Azure subscription blade to show or assign Copilot seats by itself.

Just to add some clarification here — GitHub Copilot licensing can indeed be billed through your Azure subscription, not only through GitHub directly.

If you have a GitHub Enterprise Cloud account, you can connect an Azure subscription to it and have Copilot Business/Enterprise costs billed through Azure. The setup path is:

Enterprise or Organization → Settings → Billing & Licensing → Payment information → "Metered billing via Azure" → Add Azure Subscription.

For customers under a Microsoft Enterprise Agreement, you can also connect your Azure subscription ID to your enterprise account to enable and pay for GitHub Copilot through Azure.

GitHub Copilot licensing is not billed directly through your Azure subscription unless you explicitly configure pay‑as‑you‑go or a prepurchase plan in Azure Cost Management. By default, GitHub Copilot licenses are purchased and managed through GitHub itself.
