I haven't done this specific upgrade yet, but I see what you're saying.
It will build a new gateway and migrate it automatically. You don't need to manually create any resources. All of the work should be in the "Gateway SKU Migration" section of the express route gateway settings menu. In the "Prepare" phase, that's when Azure should build everything.
I'm fairly confident, but I've upgraded the SKU of a express route gateway before. It looks like a similar process where you might have to wait 45 minutes as Azure spins up new resources, tests, and migrates the traffic.
