Unable to register for the Hardware Developer Program

Question

I am trying to register for the Hardware Developer Program here:
Partner Center - Get started with the Hardware Developer Program (microsoft.com)

When I login with Azure AD (with an account with global administrator role attached) it returns me back to the starting page and I can no longer progress. I have an EV code signing certificate from GlobalSign so I meet all the requirements.
