Unable to create Instance Azure ATP
Unable to create azure instance because security group with same name already exist on azure active directory

To create your Azure ATP instance, you'll need an AAD tenant with at least one global/security administrator.
I would recommend you to go through Microsoft Documentation
- You need to be a https://docs.microsoft.com/azure/active-directory/users-groups-roles/directory-assign-admin-roles#available-roles to access the Azure ATP portal.
