Unable to add new user (Create User) in Azure Organization

We are unable to add new user (Create User) in Azure Organization as currently no user is in Global Administrator or Administrator role. Is there a way to create new user in our organization without making an Azure Subscription?

The options 'Add user' and 'Add Assignments' both are greyed out.
