Thousands of Unexplained Requests To Cosmos DB

I added a new Cosmos DB to my account several hours ago and I have noted thousands of requests in the monitoring widget.  I have no software making any of these requests.  The firewall is on and I even blocked Azure services as a test. 

 

Where are the requests coming from?  Is this an Azure monitoring tool?
