Team Bug Template gets replaced with Project level bug template when using copy link

I created a bug template for the team with specific values. Then I used the copy link to bookmark that link. When I click on that link my team bug template loads first and then gets overwritten with Project template. 

 

But when I use the template directly while creating a bug it works fine. The copy link is the one that goes back to the Project template.
