New SWA resource is only showing one environment which 'Production'

I created a new resource SWA with azure function. I have two github branches (develop, master). I would like to deply two instances of SWA, one in the 'Development' environment and one in 'Production' environment. But if I go to the SWA resource i created, then on the sidebar click on 'Environment variables', i will see a drop down widget, with only 1 item = 'Production'. I cannot figure out how to add the 'Development' env, this is kind of important as i have '.env.production' and '.env.development' files that have config about my azure functions.  Thank you!
