"Network Error" for creating Consortium on Blockchain Service

Hi/
When I create blockchain member by Azure Blockchain  Service, come across  this error message.

I tried  to type something in this form for creating new Blockchain Consortium, then return 'Network error.'

What this validation message means ?
And 

How to solve this problem ?
