Logic Apps Pricing for Skipped executions

Hi,

I just wanted to know if the blocks which are skipped will be billed in logic apps execution.

For example, in the execution below, 

If there are no files in the folder to pick up, further blocks under for-each are skipped. I wanted to know if the skipped ones will also be charged.
