Is there an Azure developers connection point for developing on the API?

Hello,

I am a bit lost and hoping to find a Microsoft certified developer to build a conversational style chatbot for my website on the Azure API.

Is there a developers center where I can connect with a pro developer to build this?

I tried reading up on API Management – Manage APIs | Microsoft Azure as it was recommended to me but its simply over my head at this point.

Please let me know if there's some place where I can hire an Azure developer to help me build this.

Also, since Bing has launched its integration with ChatGPT / GPT-4, will there also be a Bing API to build social search applications upon?
