Is Creating Blogs is Restricted to Microsoft Employees

Hi there,

I know that https://blogs.msdn.microsoft.com/  site was restricted to write/create blogs for Microsoft employees only. So here also the same way? I mean only Microsoft employees allowed to create blogs?
