Internet explorer security zones use only machine settings: Disabled
Internet explorer users adding sites= Enabled
Internet explorer users changing policies = Enabled

Internet explorer users changing policies = Enabled- Nice job figuring it out. I was able to solve this by setting all three settings to "Not Configured".
