How to make PBI state as Committed mandatory before making Child item/Task in progress in Azure Boar

We have Product backlog item which gets created in New State. However we use to create child items and started working on them and make them In progress without making any changes in Parent PBI state. Can we have any customize rule for this in azure boards?
