DHCP is one service on the unsupported list. https://support.microsoft.com/en-us/help/2721672/microsoft-server-software-support-for-microsoft-azure-virtual-machines
PXE and DHCP both are services that do not run in Azure. While you may be able to start a service, it should get blocked on the vnet or leaving the vnet. In the past, I have used hardware-based routers to host DHCP services. Must routers do have some DHCP services, some just require CLI/Shell access to configure.
