error MSB3644: The reference assemblies for .NETFramework,Version=v4.5 were not found.

we are trying to setup private agent and install all the required .Net framework versions and extension but i couldn't able to figure out the reference assemblies Microsoft.IdentityModel.Extensions.dll

 any one have any leads how to get this assembly installed ..?
