Considering the below:

• Verify Permissions: Ensure that the account you're using to install the agent has sufficient privileges to start system services. You may need to assign domain administrator credentials to the AADConnectProvisioningAgent service.
• Check Prerequisites: Make sure all prerequisites for installing the Cloud Provisioning Agent are met. This includes having the necessary permissions and ensuring that the Key Distribution Services (KDS) is running on your Domain Controller.
• Event Logs: Check the System event logs for event ID 7041. The event details will describe how to assign the "Log on as a service" user right at the Local Security Policy snap-in (secpol.msc).
• Run KDS Manually: If the KDS is not running, you may need to create and run it manually.
