Create Automation Account

Hello All - fairly New to Azure .... I'm trying to create an Automation Account for one of my clients. When I select Create a Resource > Automation > Create instead of getting to the Create an Automation Account Page 

I get back to the Welcome to Azure page 

Does this mean I don't have the right permissions to create an Automation Account or the client does not have the right Subscription level in Azure? 

Please let me know so I can take appropriate action.
