Configuring Azure SQL Database for Cross Tenant Replication

I was recently pulled into a an interesting  challenge where we have data in Tenant A (restricted environment) that needs to be made available to Tenant B. The reason to do this is so that the business users can access the data with ease, connect Excel and PBIs directly to the database from Tenant B as business users do not have access to Tenant A.
