Configure azure devons for dev and production

Hello guys, I am currently developing an azure function and I wanted to set up a dev environment which receives the commit and after the commit is approved he'll go an the production environment to be deployed in azure, I'm a total beginner and I don't understand anything currently, so if someone can help me it would be incredible.
