Implementing Conditional Access for Zero Trust using the persona-based framework recently and hit the exact same issue - Banged my head against a wall for far too long on it also. MSFT need to fix this and I am going to do my best to inform the Entra team and something is not right here.
In my case, I had to revert to use the 'Require multifactor authentication' grant control, rather than authentication strengths. Your post is the first solid evidence I have found with the exact same issue I am seeing, surprised there isn't more info about it.
