Build ##[error]No hosted parallelism has been purchased or granted. To request a free parallelism

Hi,

I have created a self-hosted agent on my laptop and it is visible in the AzureDevOps Default agent 

But I am still getting the error :

##[error]No hosted parallelism has been purchased or granted. To request a free parallelism grant, please fill out the following form https://aka.ms/azpipelines-parallelism-request.

I have raised a request on this form but I am unsure how long it will take. I am not sure when I am using my own self-hosted agent why it still needs the form to be filled out for approval from Microsoft.
