Blocking IMAP and POP3 on Exchange

In the past (5+ years ago) I've had issues with IMP and POP3 being enabled on all EXO mailboxes by default.  I had thought this was changed by Microsoft to not be enabled but imagine my surprise with I came into a new organization and these are still enabled by default (so I observed anyway).

 

Back then you couldn't enforce modern auth, conditional access or MFA for these protocols.  Recently i saw a CA rule that has a condition in Client Apps to block "Other Clients"  Apparently this includes legacy protocols like IMAP and POP3.  Is this correct?  Has MS being doing some improvements?
