blob storage access

HI 

i am a bit confused on basic principle  how blob storage access and restore  works. i read MS doc  but missing a few key pieces of information

i found  that you can view individual blobs within a container  in  IE browser via a direct URL but not  for containers even though allow  - Container ( anonymous read access for container and blob) is selected. How do I list all files in a container from browser? Storage explorer doesn’t seem to allow anonymous.

Also when you enable soft delete and retention enabled, I was able to restore deleted files and or modified files instantly from snapshot. Does this mean snapshot are running continuously?

    Open Storage Explorer.
    In the left pane, expand the storage account containing the blob container you wish to view.
    Expand the storage account's Blob Containers.
    Right-click the blob container you wish to view, and - from the context menu - select Open Blob Container Editor.
