Can anyone tell me if there is a cost associated with this upgrade to a new VM Backup Stack greater than 1TB?

@This is currently enabled through private preview. We generally run private preview with NDA customers who signed up for Azure Advisors. Given that, this is something customers would naturally expect, we are opening it up widely and announced it @ http://aka.ms/large-disk-backup-private-preview .
